Draft Sutton Local Plan 2024 to 2041

Overview

Sutton Council is consulting on a replacement for the Sutton Local Plan, which was adopted in 2018 and sets out the vision for development across the borough. It provides detailed policies for the Council to use when deciding on planning applications, and identifies possible sites for new homes, commercial and industrial premises, community facilities and other key land uses.

In July 2024 we held a consultation on the first phase of drawing up the new Local Plan (Issues and Preferred Options), with almost 9,000 comments received from Sutton residents, local businesses, regional partners and planning and transport professionals. This has helped shape the development of the final draft Plan we are consulting on now.

This consultation will be open between Thursday 18 June and Friday 31 July, and is the final stage of public engagement on the Local Plan before it is submitted for examination by a Planning Inspector. We are also holding some exhibitions around the borough for you to ask us any questions in person. Please see the list of dates, times and locations at the bottom of this page.

The new draft Local Plan and its supporting documents are available to download from section LP1 of the Local Plan Evidence Base, either here or using the link at the bottom of this page. 

This Citizenspace consultation is the preferred method for responses. However, if for any reason you are unable to respond online, you can do so via the following:

  • downloading a paper form (MS Word) available here or via the link at the bottom of this page, and returning it by email or post to the addresses below;
  • sending your comments by email to planningpolicy@sutton.gov.uk;
  • sending your comments by letter to: Strategic Planning Manager (Local Plan), London Borough of Sutton, Civic Offices, St Nicholas Way, Sutton SM1 1EA. 

Why your views matter

The Local Plan seeks to protect what our residents and businesses love about Sutton while also meeting the demands for housing, businesses, schools and transport that we know we’re going to need in the future.

This consultation reflects what you told us in the first consultation in 2024, as well as changes to guidance and legislation that have come into effect since then. Together these form the final draft new Plan.

It is really important we get a full range of views on the suitability of the final Plan before it is referred to a Planning Inspector. All the survey responses the Council receives will be compiled and passed to the Inspector to help inform their considerations.

Notes

This consultation is more focused than the 2024 consultation, and seeks your views on whether the draft final Plan and its supporting documents (The Local Plan Sustainability Appraisal, Changes to the Policies Map and the Local Plan Appendix) are in line with current planning law, and whether they are built on sound principles as set out in the National Planning Policy Framework. We have provided a guidance note here or via a link at the bottom of the page, which if you need it sets out how to approach each question, and gives links to the relevant legislation.
