Overview

Sutton Council is committed to making our borough’s roads safer and giving people more choice in how they travel. We want to improve safety on roads to reduce the number and severity of accidents, to make it easier for people to walk or cycle and to improve air quality.

The Council has received a number of complaints and concerns from the local community regarding the safety of people using the existing zebra crossing on Plough Lane, near Queenswood Avenue, and drivers using Queenswood Avenue and Collyer Avenue as a cut-through to avoid the surrounding main roads. 

In response to these complaints and concerns, we engaged with residents in the area on a set of proposals in January 2023. Those proposals were not supported so, after further investigations and discussions with ward councillors, we have now developed alternative proposals that we hope will address local issues in the area. 

What is proposed?

  • To make the existing zebra crossing on Plough Lane, between Queenwood Avenue and Collyer Avenue, safer and (subject to the approval of Transport for London) to upgrade the crossing to a traffic light/signalled crossing for pedestrians and cyclists. However, it is not possible to change the zebra crossing to a signalled crossing without restricting movements at the junction as a vehicle turning right would not be able to see the red traffic light.
  • As a result, to restrict the movement of traffic turning right out of Queenswood Avenue and right out of Collyer Avenue into Plough Lane. Cyclists and emergency services would be exempt from these restrictions. Restricting these right-turn movements will reduce the number of vehicles using Queenswood Avenue and Collyer Avenue.

What is the aim of these proposed measures?

The aim is to upgrade the existing zebra and discourage through (non-local) traffic using Queenswood Avenue and Collyer Avenue to reduce risk of personal injury accidents and provide a safer environment for residents and all road users. 

These measures may encourage more people to walk and cycle if they wish to.
