Church Hill Road / Lumley Road area – Proposed traffic management measures
Overview
Sutton Council is committed to making roads safer in our borough.
Reducing the number of heavy goods vehicles and reducing the speed of vehicles helps improve safety on our roads as it reduces the number and severity of traffic accidents. Motor vehicles travelling at lower speeds provide a safer environment for all road users - especially people on foot or on bicycles - giving people more choice in how they travel.
We are inviting you now to give your feedback on a proposal to introduce new traffic management measures in the Church Hill Road / Lumley Road area.

The Council is asking local residents and businesses in the area for feedback on
measures to restrict Heavy Good Vehicles (HGV), introduce further speed reduction measures and a new zebra crossing. The proposals are in response to complaints received from residents about the negative impact of traffic in the area. The main elements of the proposed measures are:
- a 7.5 tonnes weight restriction - except for access - in roads in the area to prevent HGVs passing through the area between Malden Road, Gander Green Lane and A217
- an additional road hump and upgrade an existing one in Lumley Road to slow traffic speeds
- further double yellow lines at the junction of Lumley Road and Lumley Close to deter parking around the central island
- a raised entry treatment in Buxton Crescent at the junction with Church Hill Road to slow vehicles down and improve pedestrian facilities
- a new zebra crossing in Church Hill Road on the existing raised junction table at the junction with Priory Avenue to improve pedestrian facilities across Church Hill Road
The aim of the proposals is to provide a safer environment for all road users and would make it easier for people to walk and cycle in the area if they wish to.
Why your views matter
Please take a few minutes to tell us if you think the proposals will make your local roads safer and improve the environment or if you can think of anything that could improve it.
The deadline for feedback is midnight on 17 November 2024.
While it will not be possible to reply to you individually, all comments will be taken into account.
At the end of this consultation period, council officers will consider all the responses received. We will consider and give more priority to the responses from residents most impacted by the scheme and then from residents in the wider area.
The consultation is not a referendum and the results of the consultation will be considered as part of the overall consideration on whether to proceed with the scheme or not.
The final decision on whether to proceed with the scheme will be made with the local councillors, the borough’s Lead Councillor for Environment and Sustainable Transport, and council officers.
Residents in the consultation area will then be notified of the outcome.
