Sutton Local Plan Review - Issues and Preferred Options
Overview
Sutton Council is consulting on the future shape of the borough to help design the planning and development guidelines it will use over the next fifteen years.
The Sutton Local Plan is a key document setting out the vision for development across the borough. It focuses on the key issues that Sutton faces and identifies development needs, and the strategies and opportunities for addressing them. It provides detailed policies for the Council to use when deciding on planning applications, and identifies possible sites for development across the borough.
The National Planning Policy Framework states that policies in local plans and spatial development strategies should be reviewed to assess whether they need updating at least once every five years, and should then be updated as necessary. The Council is now seeking to collect planning issues from residents and businesses to help update the Sutton Local Plan, which was adopted in 2018.
The consultation will be open between Thursday 25 July and Thursday 26 September, and is the very first stage of public engagement on the Local Plan.
We are also holding twenty exhibitions and public meetings around the borough for you to ask us any questions in person. Please see the list of dates, times and locations at the bottom of this page.
Along with feedback from the public events listed below, all the survey responses the Council receives will help shape the full draft document, which will be published for further public consultation in 2025.
Why your views matter
The Local Plan seeks to protect what our residents and businesses love about Sutton while also meeting the demands for housing, schools and transport that we know we’re going to need in the future.
This council consultation will allow residents to identify the issues the borough is facing and potential options for addressing them. It is really important we get the views of as many Sutton residents and businesses as possible to help positively influence the final version of the updated Local Plan.

We are asking for feedback from Sutton residents, local businesses, regional partners and planning and transport professionals. The range and technical nature of some survey questions reflect all these different groups. Feel free to focus on the questions most important to you.

What happens next
Following the consultation we will use the views collected online, by post and in the public events to help shape the draft updated Local Plan, which will undergo public consultation in 2025. Following this the final draft will be submitted to the Secretary of State, who will appoint an inspector from the Planning Inspectorate to carry out an independent examination.
The examination, part of which will be held in public, will assess whether the plan has been prepared in accordance with legal and procedural requirements and if it is sound. The Inspector will consider the evidence provided by the Council to support the plan and any representations which have been put forward by local people and other interested parties.
At the end of the examination the Inspector will send a report to the Council recommending whether or not we can adopt the plan, subject to any recommended changes that are necessary.
