Overview

The London Borough of Sutton (LBS) is consulting with Private, Voluntary and Independent (PVI) childcare providers on the proposal to change the funding schedule of the free early education entitlement payments to monthly payments from January 2019.

This consultation is primarily for PVI providers in LBS who are registered to deliver the free early education entitlements. We will only accept 1 response from each provider and ask that this is agreed with the manager or the proprietor.  

We do not intend to consult with Primary Schools or Maintained Nursery Schools as they already receive funding allocations on a monthly basis.

Why your views matter

Last year, the Government implemented a new Early Years National Funding Formula and made a number of changes to the Statutory Guidance.  This placed a number of new requirements on how Local Authorities must fund early years providers by 2019/20.

January 2017, we consulted with the early year's providers about those changes. Following the feedback received, we implemented the changes required last year.

However, in July 2018, the Government released updated Statutory Guidance which sets out their expectation that Local Authorities should fund all childcare providers monthly unless there is a good reason not to. In light of this new guidance, we are consulting on the possibility of implementing monthly payment for PVI childcare providers from January 2019.
