Overview
Sutton Council is committed to making the streets outside our schools safer and healthier for our children. One way of doing this is to introduce School Streets.
School Streets help to ease traffic around school drop-off and pick-up times through temporary road access restrictions (usually 45 minutes to an hour in the morning and 45 minutes to an hour in the afternoon).
We have identified Rushy Meadow Primary School/Rushy Meadow Lane as a location where we could introduce a School Streets scheme.
What are the details of the School Streets scheme for Rushy Meadow Primary/Rushy Meadow Lane?
The proposed temporary restriction is from Fellowes Road and includes all of Rushy Meadow Lane. Access will remain open to pedestrians, cyclists, emergency vehicles and exemption holders.
Times of operation
The School Street scheme would operate Monday to Friday in term-time only and not at weekends or during school holidays. The proposed times of the restriction are 8.15am - 9am and 2.30pm - 3.30pm.
Resident exemptions
It is proposed that you would be exempt from the restrictions, and be able to enter and leave during the restricted time, if you are a resident of the following addresses.
- Rushy Meadow Lane Nos 1-7
- Fellowes Road Nos 64-80
Enforcement measures
It is proposed that the scheme would be enforced with a static ANPR (automatic number plate recognition) camera.
Who can enter a School Street during hours of operation?
- emergency services
- residents who live within the School Street boundaries (limited to 3 exemption permits per household)
- businesses based within the School Street boundaries
- carers of vulnerable residents living within School Street boundaries (limited to 2 exemption permits per household)
- blue badge holders needing access to the school or properties in the School Street boundary
- parents or carers dropping off or collecting students with special educational needs or disabilities from a School Street school
- utility providers attending emergencies
- school buses
- school staff
- postal service
- refuse vehicles
Who cannot enter a School Street during hours of operation?
- parents/guardians
- delivery drivers
- tradespeople
- visitors
- businesses (outside of the School Streets boundary area)
- motorcycles or motor scooters
- medical deliveries
- taxis and private hire vehicles
- all other general traffic.
Consultation
This consultation commences Thursday 13 November 2025 and will conclude Thursday 4 December 2025.
A letter has been provided to residents in the local area and shared with the school.
